EU Cosmetics Regulation
Regulation (EC) No 1223/2009 establishes rules for cosmetic products placed on the EU market. Unlike many other product categories, cosmetics do not bear CE marking but must comply with specific safety requirements.
Key Requirements
- Safety Assessment — Every cosmetic product must undergo a safety assessment by a qualified person
- Product Information File (PIF) — Manufacturers must maintain a comprehensive dossier
- CPNP Notification — Products must be notified in the EU Cosmetic Products Notification Portal
- Responsible Person — A Responsible Person in the EU must be designated
- Labeling — Products must meet specific labeling requirements
Cosmetic Product Safety Report (CPSR)
The CPSR consists of two parts:
- Part A: Cosmetic product safety information (composition, specifications, stability, microbiological quality, impurities, packaging, exposure, toxicological profile)
- Part B: Cosmetic product safety assessment conclusion by a qualified safety assessor
